Business and International Tax

The aim of the Business and International Tax (BIT) Group is to provide strategic oversight of business, environmental, transport, property, VAT, excise taxes and customs duties that together raise revenue of over £400 billion a year. The Group works closely with other government departments and is outwards facing towards key stakeholders, including business, industry, interest groups and international counterparts, and there are opportunities to be part of this engagement at all levels.

The work of the Group is vital to fund essential public services, while working with other Treasury Groups to support the government’s wider agenda – including supporting business investment and economic growth, in all parts of the UK, and delivering “Net Zero” carbon emissions by 2050. The Group’s high-profile portfolio make it a highly dynamic, flexible and interesting place to work.

About the Team

The Energy and Transport Tax (ETT) team is a supportive and friendly team whose work is at the heart of balancing HMT’s fiscal, economic and environmental objectives. The team is responsible for taxes collectively raising around £50bn through transport, oil & gas, energy & carbon and environmental taxes, including developing novel and complex policies such as the new Carbon Border Adjustment Mechanism (CBAM). As a result, the team’s work covers a broad range of high-profile policy areas that get significant amounts of ministerial and public attention, particularly in light of the Government’s Net Zero agenda.

ETT is an outward-facing team whose work involves significant and varied stakeholder engagement, both directly with businesses and with trade associations, business representative groups and environmental and tax policy stakeholders. The team also works very closely with other Government departments, especially DESNZ, DfT, HMRC, Defra, and DBT, as well as with colleagues across HM Treasury, particularly those working on energy & transport spending, infrastructure policy and international policy.

The team is recruiting for a new Head of Transport Tax, working three days a week to form a new jobshare with the incumbent who currently works Monday-Wednesday. We are recruiting for a highly strategic and demanding Grade 6 role which sits at the heart of the Treasury’s core priorities for fiscal sustainability, net zero and economic growth. This role will sit alongside three other E2 roles in the team (Two E2s leading on Carbon Pricing and Energy taxes and the Head of Environment and Resource taxes), helping to lead a team of around 22 and ensuring that the Energy and Transport Tax team is a great place to work.

This role is a unique combination of a large and stretching leadership role on tax policy, responsible for advising Ministers on transport taxes worth ~£40bn per year (including fuel duty, air passenger duty, vehicle excise duty, company car tax and others), with a broad cross-cutting responsibility for designing and implementing a strategy for using tax levers to decarbonise the surface transport, aviation and shipping sectors, including the transition to electric vehicles.

This is an exciting, varied and high profile role, which will involve leadership, strategy and policy development across a broad portfolio, working closely with key delivery partners such as His Majesty’s Revenue and Customs (HMRC) and the Driver and Vehicle Licencing Agency (DVLA). It will involve significant engagement with Ministers, senior officials within HMT, other government departments and senior stakeholders from businesses and international organisations. To give a sense of the scale of the role, at Autumn Budget 2024 the branch had around 15 separate measures, of which 7 appeared on the Budget scorecard.

The role also cuts across a number of different tax heads, including income tax, national insurance, corporation tax and excise, giving broad exposure to teams across the Treasury and HMRC. The role would suit an individual with a passion for leading inclusive teams and who can grasp complex policy issues, think strategically and creatively about how to resolve them, deliver effectively through others and skilfully manage relationships with a broad range of different stakeholders.

Key responsibilities

Co-lead and manage a team of 5 by building an open, supportive and inclusive environment. Create and develop a strong, open and effective jobshare partnership which provides clear and consistent leadership and direction to the team alongside an excellent service to Ministers.
Engage with teams across the Treasury and with other government departments, in particular the Department for Transport (DfT), DVLA, HMRC, Cabinet Office and No10, to design and gain consensus on policy options for transport taxation that meet the Government’s and Treasury’s objectives, including fiscal sustainability, net zero and economic growth.
Lead on 7 different transport taxes and associated reliefs, including fuel duty, vehicle excise duty, benefit in kind treatment of cars, certain capital allowances for motoring, the HGV levy, air passenger duty and tonnage tax, working across the Treasury and HMRC to give Ministers clear, strategic and politically astute advice on potential changes to these taxes, and working with HMRC and other delivery partners to implement those changes effectively, including via fiscal events.
Lead work to explore practical and politically deliverable options for how the system of motoring taxation might change and adapt as the transport sector decarbonises and transitions from fossil fuels to less emission-intensive sources of power.
Together with the DD and other ETT E2s, jointly lead and manage the Energy and Transport Team, providing inspiring, visible and inclusive leadership and contribute actively to making ETT and BIT a great place to work.
This role will suit a self-starter with strong leadership skills, sound policy judgment and the ability to work effectively across the Treasury, including with fiscal, economics, public spending and tax teams, and Whitehall. They will need to be able to lead a unit, develop and maintain a broad network across the department, and get up to speed on new issues quickly. Knowledge of tax policy-making and familiarity with climate change policy would be an advantage. Previous experience of working in tax or environmental policy is desirable but not essential.
